How Income Tax Works in Finland (2026): State Scale Plus Municipal Tax
Finland taxes earned income in two parts: a progressive state income tax (12.64% from EUR 22,000 up to 37.5% above EUR 52,100) and a flat municipal tax averaging 7.57%. Several deductions -- the work-income credit, the earned-income and basic deductions -- lower the tax. Employee pension and insurance contributions are deducted first. Verify with Vero (vero.fi).
The 2026 state income-tax scale
The state income tax applies to earned income after deductible employee contributions. The 2026 brackets (Finlex Law 1140/2025) are: 12.64% from EUR 22,000, 19% from EUR 32,600, 30.25% from EUR 40,100, 33.25% from EUR 52,100, and 37.5% above. Each rate is marginal -- it applies only to the slice of income within the band. Below EUR 22,000 of taxable income there is effectively no state tax.
Municipal tax and the work-income credit
On top of the state tax, a municipal income tax applies at a rate set by each municipality, averaging about 7.57% for 2026 (this calculator uses the average). It is charged on income after the earned-income and basic deductions. The tyotulovahennys (work-income credit), up to about EUR 3,430, reduces the state tax directly and is the main reason effective rates on modest salaries are low. Church tax (about 1-2%) applies only to members and is excluded here.
Worked example
Illustration only -- confirm with Vero. Gross EUR 40,000/year, single, average municipality, no church: Employee contributions (TyEL 7.30% + unemployment 0.89% + health) are deducted first. State tax after the work-income credit plus municipal tax at 7.57% give an all-in burden of roughly 22-24% of gross. Net take-home is approximately EUR 30,500-31,000 per year. Your municipality's rate and church membership change the result.
FAQ
How is Finnish income tax structured?
In two parts: a progressive state tax (12.64% to 37.5% across 2026 brackets) and a flat municipal tax averaging 7.57%. Deductions -- especially the work-income credit -- reduce the tax. Verify current figures with Vero.
Does the calculator use my exact municipal rate?
No. It uses the national average municipal rate of about 7.57% and excludes optional church tax. Your municipality sets its own rate (roughly 4.7% to 10.9%), so your actual net may differ. Confirm your municipal rate with Vero.
What is the work-income credit (tyotulovahennys)?
A credit of up to about EUR 3,430 that reduces your state income tax, phasing down for higher incomes. It is why the effective tax on modest salaries is well below the headline rates. Verify the current amount with Vero.
